Technical Control Facility

The Challenge: Contrack International needed to develop a Technical Control Facility (TCF) for a contract with the U.S. Army Corps of Engineers for NETCOM and have it on-site in Kandahar, Afghanistan within seven weeks.

The Solution:
The team – Kullman, NETCOM, CETAC, and Contrack -- finalized design in one week. Kullman’s factory worked two shifts and the team stayed in close touch to coordinate the project. The building was on site in Afghanistan within seven weeks – right on schedule.

The building would house the telephone and data switches for the U.S. military airfield in Kandahar and interface with the satellite earth terminal for global communications access

The Technical Control Facility is comprised of two interconnected modules and:

  • was designed for “plug and play” – the modules bolt together and the mechanical systems are designed for rapid inter-connection and start-up on site.
  • was designed to withstand not only the weather loads and conditions associated with Kandahar’s climate, but also the substantial stresses of shipping the modules over 6,000 miles by land, sea and air.
  • was built in the U.S., limiting the need for resources on-site and insuring that the facility was built wholly to U.S. standards.
    Building by modular methods allows for on-site elements, including site preparation, foundations, utilities, and any other portions of the project that must be completed on the site to be done simultaneously while the building is efficiently constructed off premises.
